What is a work incentive?



Have questions? The Sea-Land Work Incentives Planning & Assistance (WIPA) Project can help! The Social Security Administration has awarded a cooperative agreement to Brevard Achievement Center to provide WIPA services. This program was initiated as a vital part of the Ticket to Work and Work Incentives Improvement Act. The purpose of WIPA is to support individuals between the ages of 14-65 who receive SSI or SSDI, and their advocates, by providing them with accurate information on the various benefits and work incentives they may be eligible for, through the Social Security Administration, to empower them to make informed choices about employment.

The mission of the program is:
  • To promote employment through informed choice on the effect of work on individual benefits
  • To increase the financial freedom of individuals with disabilities
  • To enhance the self sufficiency of individuals with disabilities through managing their own benefits responsibly
Services provided are:
  • To inform and educate beneficiaries and their stakeholders about SSDI/SSI benefits and work incentives
  • To conduct a comprehensive analysis presenting options for the beneficiary's consideration
  • To provide information and referral to other community resources
  • To provide benefits counseling, advocacy and individualized support planning


The Community Work Incentives Coordinator (CWIC) will assist individuals with developing an understanding of the impact work will have on their SSDI/Medicare as well as SSI/Medicaid benefits. In addition, the CWIC will explore with the individual how best to utilize the various work incentives available to them, including how or when to use the "Ticket to Work".

The WIPA program is not commissioned to:
  • Provide employment services
  • Assist individuals with applying for SSI/SSDI but will provide information about the process
  • Report income to Social Security Administration for beneficiaries
  • Provide legal representation or assist with the appeals process concerning SSA benefits
  • Serve as tax or investment advisors


The Sea-Land Work Incentives & Assistance Project works in partnership with SSA in providing accurate information and planning services to beneficiaries in Brevard, Flagler, Indian River, Lake, Martin, Okeechobee, Orange, Osceola, Palm Beach, Putnam, St. Lucie, Seminole and Volusia Counties in Florida.
